I agree about 8444 being the code for a C15A.

But..... your information about it having a winch means that some parts have probably been changed since it was made since I don't believe any C15A were originally fitted with a winch.
Possibilities include:
Data tags exchanged onto another chassis (all C15A had 101" wheelbase)
A C15A cab mounted on a CGT chassis (also 101" WB but usually with larger steering joints and 20" rims, has a winch)
A winch retrofitted to a C15A

Areas that might give a clue about the identity are the winch area and front axle steering joints.
