I was checking on the Canadian controlled goods website, and it would appear there have been some changes to what is considered a controlled good. The amendments to the guide are listed here:

Especially interesting are the changes to 2-2 and 2-6.
Note that for vehicles (including armoured) and for howitzers, mortars, launchers etc, they are now only controlling items that were first produced after 1945. This will exempt things like Universal carriers, various artillery and mortars, and even non-prohibited small arms first produced before 1945.
I think I read somewhere that the US had made these changes previously, but the whole system of controls is pretty confusing to a simple mechanic like me.
Perhaps someone more learned like Clive law can comment.
