Default M38 CDN serial numbers questions..a puzzler

I finally found a set of data plates for a 52 M38 Cdn that I've had lying around. A closer look confirms that the more I know - the more I don't know.

It's in fairly rough shape, but readable with a good glass.

The five plates are there, held to the backing plate with flat topped rivets.

This one is the puzzler: FORD Canada plate, 3-28-52, inspector 108.

But the serial number is F-100151* (the asterik is a tiny star in a circle is at the bottom of the last 1)

Shouldn't this be a CFR number? Any insights?
