Tommy, although I've never seen a case such as yours before, the lock is exactly the same as those on other lockable tool bags made by MECo (the "o" is even with the top of the other letters). That, and the somewhat dirty condition leads me to believe your case is also a tool bag. Mills Equipment Company was an American company making P37 web gear for the Brits. Hope this info helps. Derek.
