I was also missing that task bar. Now I have it. Here is what you do:
1: Go to User CP at top left of page. 2: On menu on left of page go to Edit Options 3: On edit menu go to bottom of page to "Miscellaneous options" and change editor interface to "enhanced". You are likely on basic right now. Then hit save changes at the bottom of the page. I used to be pretty computer illiterate but I am starting to get the hang of it.
