Default Unusual jerry can/ civvy?

This passed through my hands recently, for a few minutes.

It was made by "Protectoseal"

I suspect it was Fedral government standard and likely some civvy federal agency kit.

Can anyone tell me more about it?

It is marked in bilingual markings
