I've passed by that truck a number of times as well. I really needs a new owner that will love it.
It's a 1941 Chev 12 cab 15cwt 4x4, or C-15A. The cab and interior looks in great original shape. It's missing the cargo box (most likely a 2B1 folding side type) and the tool box that goes between the cargo box and cab. The round front bumper is the most unoriginal cab part so it needs a nice 6" channel one with a pair of towing shackles. Did you ask the owner if there's anything else lurking in the yard behind the fence?
