I strongly agree with Lynn and Andrew. To put the tank inside the engine compartment would have been difficult as there would not be much room and it would have got too hot in there for the near boiling water to cool. Similarly there would not really be space in front of the grill or on top of the fenders. The relatively small diameter pipe is necessary for the water to be able to suck back as the engine cools.
