Indeed eight of the models listed were built in Canada, but seeing the US built ones are included, could they have been used as well?

I think not, the Chrysler 4x2 Light Car was not used much it seems. Most numerous were the cars by Ford and then Chevrolet. I do not know the pricing of the Plymouth, Dodge, DeSoto and Chrysler cars, but seeing they are essentially the same I reckon the Canadian government ordered the lowest priced ones.

Now, who has contract details for the Car, Light, Sedan 4x2?
