Felt Washer I/D

Hi Team, has anyone come across this part, it is an Industrial heavy felt washer , about 3&1/2" in dia outside by about 2&1/2" inside and 1/2" thick. I think this is CMP related? but not sure in the steering or in the brake hub parts?....any ideas?, Thanks Andrew.
