Well, can't identify it from a trawl around the classic Brit bike sites on the net, the silencer could be early Norton and the hand-change should be a clue but has led to a dead-end.

The registration listings though give PO + 4 digits as West Sussex C.C. and issued 1929 - 1934 only, so it has to be a model of those years.
