3 ton Ford known in this part of the world as a 'Jailbar Ford' made from 1942 to 1948 . I think probably a civy job but it may be an MCP

I have this same photo in my data base with the caption - torpedo carrying truck at Nowra circa 1942. which would place the truck and plane in Australia so it would be RAAF.
