Default Oil filter restriction

The oil filter installation on the Chev 216s I am familiar with, (Military Senior), do not have a restrictor in the line upstream of the filter. The restriction is within the filter and in the form of the very small hole that allows oil into the centre tube for draining back to the oil pan.
The only restrictor I am aware of that takes the form of a fitting is the one in the line to the rocker gear. This is a nipple that screws into the distribution valve boss where the line connects.
