			The Chief of the Defence Staff Commendation is three leaves on a bar.  Similar proportions to what you've posted.  (I got one in the Gulf War, so I am familiar with it.) 
		
		
		
		
		
		
			The Commendation is a personal award as well as a unit award. You pennant could be the outward sign of the latter.
