David, The numbers you are asking about, are Unit Serial Numbers, for RASC Companies. Although the OY driving up the hill has the sign on the wrong side, the one having its wheel changed is in correct location and you can see the number is painted over a two coloured square. This would be red over green diagonally split, which is the colours for Royal Army Service Corps.
