Yes Jordan the carriers run an earth return, back to a common ground at the back of the light/ ign. switch assy. (which you show)This applies to all the lights.
On the light switch, Your Canadian switch has 1 more position on it than the English version.

Thanks for the feedback on the rear light. Thats what I figured. Either the person drawing the original wiring diagram made a mistake or perhaps very early carriers had a return wire.
