Doesn't this all relate back to ITAR?
Seems like some sellers have taken the ITAR rules to way out extremes. For example, I recently contacted a seller in order to buy a 1/4 mile drum of WD-1/TT cable and the Machine, Reeling apparatus. The seller agreed to sell and ship the cable drum, but refused to ship ex USA, a "Machine, Reeling". Go figure.
