So, I make out red upper, blue lower, separated by a white band & white band at bottom.
The number at the bottom appears to be "415".
About all I can make out at the top is a "5"

Red & Blue horizontal is artillery, 415 is HQ L of C Area Camp Staffs (normally a black background) white stripe at bottom is L of C area vehicle marking.

Probably (this is a guess) a truck belonging to a L of C HQ camp AA battery.
