This thread shows the seat springs assembly.
seat springs On that closeup of the 2H1 seat you can see that those are metal straps that go through the footman loops. You can also see that there's another metal strap going crosswise between these two. They'd be what the cushion straps down to. Kevin, could you post a pic of what you have? It might help to show how they'd attach.
