T-16 registration numbers

My T-16 has a serial number 6974 and the only registration number I can find on it is TD 98990. I guess it is possible it came from the factory with a US registration number and was completely removed. I also have a factory photo of a T-16 with a British registration number of TD 94860.
Why would the US government bother to put a registration number on a vehicle that won"t be used by US forces? I have never seen a T-16 with a registration number stamped on the body anywhere. They do have the serial number stamped in several locations however.
