Hi Dave
I would say that the Belt is the type used with Infantry Manpack type radios such as the 18 set or 22 set. The pins connect to sockets on the back of the radio case and the whole thing acts as a waste belt. Along with the carrying straps which clip onto the standard 37 pattern webbing, it is supposed to distribute the Radio's weight more evenly and make it a more comfortable carry ! (Which it isn't )

The black tin is an empty liner for 303 type rounds, filled with rounds either in Cartons, Belts or Bandoliers, Often seen being carried with the webbing strap by Vickers MMG groups. The Liner itself was originally encased in a wooden box - 2 boxes in each steel ammo box (H50) I am sure it could be for other rounds aswell such as BESA but most commonly I'd say 303.
