Have the front drive shafts been removed ? The front wheels should be permanently geared to the rear wheel on the same side so if a front wheel won't turn backwards nore should the rear one. This of course has nothing to do with the question.

If the vehicle was fine when it was put away it is very unlikely that there is an issue within the drive line so I am thinking brakes. Possibly linings come apart and wedging themselves but it is very odd that it is in both front wheels and only in reverse.

Time to remove a front brake drum and have a look inside. Good luck !
