Enfield were also very big bicycle manufacturers until 1967.

The middle spanner looks like a standard bicycle tool. The thin spanner looks like an axle bearing cone adjuster for a bike. Most bike tool kits had those two spanners and a couple of tyre irons. There probably was a similarity in some tools between motor cycle and bicycle.
