GHQ 2nd Echelon - General Headquarters, 2nd Echelon (I'll post their job shortly)

WEF - with effect (ie: effective date in this case)

Authority - AR 3/160 d/ - means under the authority of AR 3/160/d (AR 3/160 d/ - being the number of an order)
