Could not understand why there would be two leads to the Autopulse the way it read. 
 
I believe No. 45 may just be a jump to the input side of the Autopulse switch as per attached diagram. With that arrangement one cannot run the Autopulse without having the ignition switch on. This would be a good safety feature. One can still start the engine without having to run the Autopulse, a valuable feature when not needed. It sounds very simple and perhaps that is all it was.

 I agree that it was meant to ensure that the pump was only intended to be operated with the IG on. The wiring could also have been a peculiarity of Positive Ground wiring, although that shouldn't be an issue unless the pump body grounds out.
