Canadian RCEME did not form until May of 1944. Prior to that they were part of the ordnance corps. And with the war on it may have been a while before the badges made it out to everyone.
I cannot make out the hat-badge either. |

In 1944, it was still called the 39-43 star. It would be renamed the 39-45 Star at the end of the war.

The badge on his beret looks like the original REME one with 4 shields.
