Yes. Those holes are used for the "ZA.10203 Plate, Seating" when mounting the variometer on top of the supply unit.

If you can't find the long clamping strap for the set and supply unit, it's probably best to get a complete strap of any length and replace the webbing portion with one of the required length. (The metalwork is probably difficult to make from scratch and the knurled nuts and 'T' bolt for the end is threaded 5/16 inch British Standard Cycle Thread! (You can get taps and dies for that on eBay but they are not particularly cheap.))
