C15A' Winch' crossmember

My C15A And several others that I know of locally certainly have the so called 'winch' cross member, but definently would never of had a winch. As you pointed out they only have a single speed transfer case and no possible way of driving a power take off.Never really thought why they used it. May be some one knows???
