Eye witnesses seem to say that he had left a bag on one train, which started to smoke, and then ran for another train breaking through a security screen on the way. Its only speculation, but it's suspected that he was a potential suicide bomber. Instructions in this situation, just clarifed on the TV news, is to shoot to kill with a headshot, as shots to the body could detonate any explosives he is carrying.
It's also suspicious that he was wearing a baggy puffer jacket on a hot day, possibly concealing something. Also just stated that yesterday's bombs possibly didn't explode properly because the explosive was old and therefore ineffective.
