If your looking to buy a kilt will set you back a minimun $ 500 big ones.Your best bet,especially in the Toronto area is to put a want ad in the local rag and find a used one.

There's a Campbell at the bar near my work, and we put down our broadswords long enough for him to tell me of two Scottish shops downtown here. I'll have to check 'em out...
