11 cabs and all the 12's I've seen here in the UK were fitted with large rubber flaps on the rear wheels only.

I think you are correct in assuming that canvas was substituted for rubber as a result of shortages after the fall of Singapore perhaps ?, I’ve also come across a number of synthetic tyres (the ones with the red dot on the side wall) with mould dates around this period too so perhaps it all fits together. Interesting detail of the world situation driving the design parameters and not just limited in CMP’s to rubber usage of course
