The above photo and the 15 cwt farther up have the 2B1 body that wasn't produced until late 1940. The 1940 CNE was held on the week of Aug 27th so those two 15 cwts weren't painted that way for the CNE. That makes this scheme being applied over a three or four month period at least.
One other interesting point on all these pix. None of them have the D-rings on the front bumper.
