Default TL 4033 Spanner - brake adjusting

I recently purchased a spanner marked TL 4033 which according to FUC-02 and FUC-03 is listed as: Spanner - brake adjusting (when stock depleted not replaced). Unfortunately there is no diagram of this wrench in any of the manuals that I have at my disposal.

Once the spanner arrived I headed out to the carrier in order to determine the correct usage of the spanner but ran into some difficulty in that I cannot figure out where it is supposed to be used during the brake adjustment process.

I have pictured the spanner along with the more common CTL 4031B (Spanner - brake adjuster) to show a size comparison. The two openings at the wide end are both 1 1/4" and the opening at the small end is 1".

Does anyone else have a TL 4033?
Could this be a wrench for some other purpose that just happens to have the same part number?
If this is correct for a carrier, Does anyone know the correct usage of the spanner?
