Unusual Ford 1939 grille with 22 ribs

Hi,
Are there any suggestions on strange 1939 grille with 22 ribs (while usual it has 25 ribs) ?
Truck on the first photo has typical Cologne pattern
Truck on the second photo has Cologne hood and some simplified cab (it's popular, but I don't know origin of this)
