Non-military medal info

Hello all. I figured this forum may be able to guide me in the right direction. My grandfather (Fred Block) was awarded two medals for helping to save the crew of the Augustus back in November of 1900 in Lake Ontario. I know what the R.C.H.A. bronze medal is but can anyone give a suggestion what the silver medal of the 'Dominion Government' might be? I know it would be a civilian award and have checked 'Orders, Decorations and Medals to Canadians' but can't seem to come up the the name of the appropriate award. Any ideas?
