Could be, according to the tape measure in Radek's pictures the wheel is 7.5 cms wide (roughly 3 inches) - aren't carrier wheels less wide? You should be able to tell us, Rick!

Although I have not seen a Maultier in the flesh we did find a Maultier road wheel for sale on one of the stalls at Beltring and noted it was much wider and of entirely different construction than the standard Universal Carrier road wheel - not a surprise when you know Pz.I/II track was used (instead of Carrier track like popular belief has it).

Here's a nice picture of the bogie wheels & tracks on a Ford Maultier (source). Now, you tell me these are Universal Carrier parts...

Don't forget the Vickers light tank wheels are wider than a Carrier to.

Yes the Vickers light tank had wider wheels than a English carrier.
But Looking at the fourth pic of Radeks second post these wheels look to have a strenghthening rib in the centre of the spoke on both sides of the wheel, while the Vickers light tank have a single large strenghthening rib on the rear side of each spoke(same as a English carrier wheel).
Im pretty sure these wheels are not vickers light tank unless there was another style of wheel that I havent seen yet.
maybe a better photo of both sides of the wheel can confirm my belief.

Im only guessing now that the could be off a T37 or T60 but im no way an expert of soviet armour.
