Looks to be a pair of 19 sets , one seems to have the HP unit

You can email the author Lou and request details of those pics, he is a nice chap and he will reply . His web site has his email address I think

It could be a ad hoc setup done without official approval

I have seen similar setups in Morris CS8's Mike
