i believe it is a 1958 MK2/3 British ferret judging by the number and a few features.
id like to know if the loud speaker looking thing on the fender/wing was a military addition or civy? anyone know?

That 'thing' looks like a typical WW2 US Army siren, definitely not a British Army fitment!

It was restored by John Hawthorne and Mike Milne, it belongs to the Duke of Connought's Own and resides in the Beatty street drill hall in downtown Vancouver.

Seems like putting a siren on every military vehicle is an American collector thing....looks like the thinking has started to migrate to Canada.
