It is without a doubt, one of the turnbuckles which tighten the straps holding in the gastanks. They were made of brass, so they remain long after the rest of the straps have turned to powder. You can make out where the remnant of the strap is fastened with three rivets on the right end of the turnbickle.

Pedr...re the PO"L" phrase you have used: We use that term today in the Cdn military, but we used the Petrol, Oil, and Water (POW) term to refer to the contents of the "flimsy" cans back then.
(And to the backbenchers who will now start the discussion about only the 4 gallon cans being flimsies, I know, but it still is the term everyone uses, so there.)
